Under each game's Character Creation section, setting-specific specialties/classes will be listed, and each game will tell you how many skills to assign and at what level. Example:
SOLDIER: Skilled in Shooting (d8), Hand-to-hand (d8).
Take or increase 3 skills, using these or others.
Climbing, Deception, Electronics, Explosives,
Hand-to-hand, Intimidation, Labor, Persuasion,
Piloting, Reading People, Running, Shooting,
Sleight of Hand, Spacewalking, Stealth, Tracking
So this character would begin with 5 skills total that are at d8. Of course, if you wanted a character to start at a "higher level," just increase one or two of those skills to d10. Remember, chracters may have access to many other skills (like Running and Jumping), but unlisted general skills are always assumed to be d6.

I had a question: how do you assign the dice value to a skill?
I know it goes from d4 to d12 but can a player score the value as he pleases?
